Crystal Dashboard does not require any Crystal Reports Licences in order to view the reports you have made at the workstations (You do however need a Crystal Licence to edit Crystal Reports)
Crystal Dashboard is licenced per workstation. Site licences are available.

The evaluation version available here is limited to two reports, and does NOT automatically refresh the reports.
